The Manager, Regulatory Accounting will manage the timeliness and accuracy of financial information to internal and external groups as it relates to regulatory accounting and reporting. Areas comprising the regulatory area include SRAlab Research and Advancement (Philanthropy) Departments. Regulatory accounting also spans SRAlab’s 990 and related tax returns, cost reports, annual Single Audit (OMB A-133), as well as various other government surveys and requests. The Manager will be actively involved in planning, managing, and administering the organization’s regulatory accounting and reporting needs. This role will serve as the primary liaison for the Finance Department to the Research and Advancement Departments.

The Manager, Regulatory Accounting:
Manages and assists in the recording of all contributions, including donations, grants, and other funding sources to ensure proper accounting treatment.
Oversees the financial management of federal and non-federal awards which includes invoicing, government drawdowns and tracking of funds.
Performs research, accumulates and analyzes accounting data, and prepares summary reports distributed to internal and external customers.
Assists the Associate Director, Regulatory Accounting with the annual Single Audit (A-133) reporting, including working with external auditors, uploading expenditure data and interfacing with granting agencies.
Reviews documentation and compliance for new restricted contributions and endowments; establishes and maintains accounting treatment; ensures restricted contributions are released in accordance with donor restrictions.
Reviews and approves grant awards for availability of funds; coordinates communication with the Research Department regarding availability/use of funds.
Serves as a liaison between Finance and the Research and Advancement Departments, meeting periodically to review operations and reporting needs.
Gathers information and prepare the organization’s annual 990 and related tax returns and annual Medicare/Medicaid/Blue Cross cost reports.
Assists with the development of staff, which includes interviewing, hiring, training, assigning work to, and evaluating the performance of department staff.
Assists with the development of new procedures and recommends policy changes as needed.
Assists with month end and year end close activities
Performs all other duties that may be assigned in the best interest of the Shirley Ryan AbilityLab.
Reports directly to the Associate Director, Regulatory Accounting
Directly responsible for the management of Grant analysts and Senior Accountant
Knowledge, Skills & Abilities Required
Bachelor’s degree in Accounting or related field. CPA and/or MBA preferred
Minimum of 7 years of wide-ranging experience in regulatory accounting including knowledge of generally accepted accounting principles with responsibility for results, including costs and methods.
Experience preparing Medicare, Medicaid, BlueCross and Blue Shield cost reports and supplementary schedules.
Requires strong knowledge/experience in grant, foundation, and fund accounting
Demonstrated ability of working on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
Demonstrated experience in determining the best use of resources to meet goals of assignments received in the form of objectives.
Able to lead cooperative efforts among members of project teams.
Able to follow processes and operational policies in selecting methods and techniques for obtaining solutions.
Able to develop and administers schedules, and establish performance requirements
Experience with preparing and adhering to a budget.
Able to provide guidance to subordinates within the latitude of established company policies.
Experience with training and/or advising subordinates on meeting deadlines and resolving technical issues.
Responsible for the hiring, firing, and performance review of staff.
